Concerns over the future of physical game ownership have reached lawmakers, following reports that Sony is scaling back production of physical PlayStation discs. Consumer advocacy groups warn that a full transition to digital downloads would eliminate the ability to resell, trade, or buy used games at lower prices.
The shift has prompted legal scrutiny in several countries, where existing consumer protection laws were written for physical goods, not software licenses. Without a disc, a purchase is often a revocable license rather than outright ownership. "Consumers would stop truly owning their video games," one advocate stated, pointing to past cases where digital storefronts shut down and libraries disappeared.
Sony has not confirmed a complete end to disc production, but retailers report shrinking shelf space for physical titles. The move mirrors trends in PC gaming, where physical releases have all but vanished. For console players, the disc remains the last reliable way to buy a game, play it without an internet check, and sell it later.
Lawmakers in Europe and the United States are now examining whether digital-only models violate right-to-own principles. Some propose requiring companies to offer offline functionality and transferable licenses. Without such rules, the used game market could vanish entirely, leaving consumers with no choice but to pay full price for a download that can be taken away.
