A new lawsuit alleges that staff at a state-run psychiatric facility failed to prevent a violent tragedy, leading to the death of a patient. The civil complaint, filed by the family of Abdirashid Mohamed Hussein, claims that the Minnesota Security Hospital in St. Peter created a dangerous environment that culminated in his killing by a fellow patient, David Otey, in October 2022.

The suit contends that Otey, who had a documented history of violence, was negligently allowed to stay up late into the night playing graphically violent video games. This activity, the filing argues, escalated his aggressive tendencies. Furthermore, the complaint states that Otey was improperly housed with Hussein despite clear warnings and behavioral signs that he posed a significant threat. Hussein, a 30-year-old patient, was reportedly attacked and killed by Otey in their shared room.

The legal action accuses the state Department of Human Services, which operates the high-security facility, of gross negligence. It claims systemic failures in patient supervision, risk assessment, and proper housing protocols directly contributed to the fatal assault. The lawsuit seeks unspecified damages for Hussein's family, alleging his constitutional rights to safety and care were violated. The case has sparked renewed scrutiny over patient safety and staff practices within state psychiatric institutions.
